President Kagame Urges Young Leaders to Drive Change, As New Government Sworn In

President Paul Kagame on Friday urged young leaders in Rwanda’s newly appointed government to embrace their responsibilities with confidence and vision, saying their generation holds the power to correct the shortcomings of the past.

Speaking during the swearing-in ceremony held at Parliament on July 25, Kagame said youth empowerment in government appointments is a deliberate move to ensure sustainable national development.

“In this government, I might be the oldest,” Kagame said. “Most of you are in your 30s and 40s. This is intentional. Are you going to repeat the mistakes of the past, or will you make a difference?”

The president challenged the young officials to take charge without fear, adding that Rwanda needs leaders who act rather than complain.

“You’ve studied, some of you hold PhDs. What more do you need?” he said. “Believe in your abilities, use your knowledge and values to solve problems. No one should intimidate you not even outsiders.”

Kagame emphasized that education and upbringing should translate into meaningful action that benefits others. “Respecting education is one thing; using it well is another,” he said. “We must move from words to action.”

Among those sworn in was new Prime Minister Dr. Justin Nsengiyumva, who replaced Dr. Edouard Ngirente. Nsengiyumva pledged to serve with dedication and integrity, promising that the trust placed in him would not be wasted.

“I fully understand the weight of the responsibilities entrusted to me and their impact on citizens’ lives and national development,” he said. “I will not only fulfill my duties but exceed expectations so that Rwandans benefit visibly.”

Nsengiyumva also praised his predecessor for his contributions to national progress and committed to working closely with institutions to address citizens’ needs.

“I am ready to serve transparently and put the people first,” he said. “Together, we will ensure no Rwandan is left behind.”

President Kagame appointed Nsengiyumva on July 23. Before becoming Prime Minister, Nsengiyumva served as Deputy Governor of the National Bank of Rwanda. He previously held senior roles in government and the UK’s Office of Rail and Road. He holds a PhD in Economics from the University of Leicester.

All newly appointed cabinet members also took their oaths of office during the ceremony, officially assuming their roles in service of the nation.
