President Paul Kagame met with his Azerbaijani counterpart Ilham Aliyev, thanking him for the warm reception Azerbaijan extended during the United Nations Climate Change Conference (COP29).
On Wednesday, November 13, 2024, the Office of the President (Village Urugwiro) announced that the two leaders discussed concrete ways to strengthen the partnership between their countries in key areas, including promoting investment and trade, as well as sharing knowledge in the provision of public services.

The diplomatic relationship between Azerbaijan and Rwanda began in 2017, with Azerbaijan appointing an Ambassador to Rwanda, based in Addis Ababa, Ethiopia.
In May 2017, First Lady Jeannette Kagame attended the Fourth International Conference on Dialogue, a new approach to safeguarding human security, peace, and sustainable development.

Azerbaijan also sent a team of space science experts to Rwanda for the Transform Africa Summit held in Kigali in 2018. The delegation was welcomed by President Paul Kagame, and discussions on cooperation in technology, infrastructure, and other sectors took place.
