Rwanda and India have signed a new Memorandum of Understanding (MoU) to enhance cultural exchange and share knowledge between the two countries for the period 2026–2030.
The agreement was signed in New Delhi by Rwanda’s Minister of Foreign Affairs and International Cooperation, Amb. Olivier Nduhungirehe and India’s Minister of State for External Affairs, Kirti Vardhan Singh, during the second India-Rwanda Joint Commission Meeting.

The meeting reviewed progress in bilateral cooperation across multiple sectors, including defense, agriculture, trade and investment, health, education, science and technology, digital platforms, and people-to-people initiatives. Cultural collaboration was a key focus of discussions.
Rwanda and India have steadily strengthened their relations over the years. In January 2017, President Paul Kagame made his first official visit to India at the invitation of Prime Minister Narendra Modi, where both leaders agreed to expand cooperation across strategic sectors. Prime Minister Modi returned the visit in July 2018, marking his first trip to Rwanda.
Bilateral cooperation between Rwanda and India spans infrastructure development, agriculture, energy, education, capacity-building programs, and security collaboration.
The newly signed MoU on the Cultural Exchange Programme aims to strengthen cultural understanding and people-to-people links between the two nations over the next five years.
