President Kagame Appoints Jean Guy Afrika as New CEO of RDB

On Monday, January 13, 2025, President Paul Kagame appointed Jean Guy Afrika as the new Chief Executive Officer of the Rwanda Development Board (RDB). He replaces Gatare Francis, who had held the position since November 2023.

Jean Guy Afrika previously worked with the African Development Bank (AfDB), a major financial institution based in Abidjan, Côte d’Ivoire. AfDB, which was established in 1964 by the Organization of African Unity (OAU), aims to help reduce poverty and improve living standards across Africa. It is made up of three entities: the African Development Bank, the African Development Fund, and the Nigeria Trust Fund. The bank supports governments and private businesses by promoting investment in key sectors to drive economic growth.

Before joining AfDB, Jean Guy Afrika served as the CEO of Rwanda’s Investment and Export Promotion Agency (RIEPA) from 2006 to 2008. In 2008, RIEPA merged with the Rwanda Development Board (RDB). From 2008 to 2010, he worked as a senior policy expert, focusing on agricultural policy. His experience in both government and international finance makes him a strong fit for his new role at RDB.

Gatare Francis, who is stepping down as CEO, has been appointed Special Advisor to the President of the Republic as of December 20, 2024. During his tenure, Gatare worked hard to attract investment and support Rwanda’s economic growth.

RDB was established by Law No. 46/2013 with a mission to drive economic development, support the private sector, and assist the government in implementing policies that promote investment—both local and foreign. RDB also plays a key role in promoting exports, boosting tourism, and supporting the protection of national parks and key tourist sites.

With Jean Guy Afrika at the helm, there is great anticipation about the future direction of RDB. His leadership is expected to continue strengthening Rwanda’s economic growth, investment climate, and global competitiveness.
